As printed in Item 19. The left column counts each territory once; the right column counts each multi-territory franchisee as one business across its 21 territories. Figures are reported by franchisees and have not been verified or audited.
The 34 MilliCare territories open all of 2025 averaged $542,762 of gross billings. The median was $394,228, which is 72.6%* of the average. Thirteen territories were at or above the average and 21 were below it.
Item 19 covers 34 of the 48 territories at the end of 2025. The 34 territories are held by 21 franchisees. Item 19 excludes 4 territories that opened in 2025 or left the system and 12 that did not report at least 10 months of sales by March 1, 2026.
The range between territories is wide. The highest territory billed $3,702,948 and the lowest $17,961. Gross billings are the amount billed for the year before any costs, so the table says nothing about what a territory kept.
Item 19 reports no costs or profit. It does not publish wages, rent, materials or an earnings figure.
By who holds the territory
Gross billings by number of territories held, 2025
| Group | Franchisees | Territories | Total billings* | A territory* |
|---|---|---|---|---|
| Holding two or more territories | 8 | 21 | $14,211,048* | $676,717* |
| Holding one territory | 13 | 13 | $4,242,860* | $326,374* |
| All reporting | 21 | 34 | $18,453,908* | $542,762 |
Averan calculation. The multi-territory total is 8 times the $1,776,381 average; the all-territory total is 34 times the $542,762 average; the single-territory group is the difference. This assumes Table A covers the same 21 territories that appear in Table B.
On this arithmetic, a territory held by a multi-territory franchisee billed $676,717* in 2025. A territory held by a single-territory franchisee billed $326,374*. The first figure is 2.07* times the second.
The multi-territory franchisees hold 2.625* territories each on average. Their median was $1,108,900, their highest $6,952,449 and their lowest $134,684. Item 19 does not say how many territories the lowest franchisee holds.
Item 19 does not publish the single-territory group on its own. The $326,374 figure is derived from the two published averages, not printed, and it does not show the median or range within that group.
Each additional territory carries its own minimum royalty and conference attendance. The FDD allows contiguous territories to share one warehouse and offers up to 40% off the technology fee for each additional unit where services are shared.
Brand charges
Brand charges
| Charge | Rate | A year at $542,762* |
|---|---|---|
| Royalty | 6% of gross billings, or the monthly minimum if higher | $32,566* |
| Promotional fund | 2% of gross billings | $10,855* |
| Technology fee | $499 a month | $5,988* |
| Local marketing (required spend) | $1,500 a month | $18,000*, not in the total |
| Paid to the brand | $49,409* (9.10%* of billings) |
Rates from Item 6. Local marketing is spent as the franchisor directs and may be collected by the franchisor; it is not in the total. Also not included: the annual conference, national and regional account management fees, additional technology licenses and one-off fees.
At the $542,762 average, the royalty, fund and technology fee paid to the franchisor come to $49,409* a year, 9.10%* of gross billings. The required local marketing adds $18,000* a year. At the $394,228 median the three charges paid to the franchisor come to 9.52%*.
The minimum monthly royalty applies to each territory. It starts on the one-year anniversary of completing MilliCare training: $450 a month for months 13 to 18, $550 for months 19 to 24 and $650 from month 25. A converted business pays the greater of those amounts or 3% of converted revenue. The royalty can rise by one percentage point if the franchisee is in default.
The promotional fund spent 34% of its 2025 contributions on advertising and promotion. Salaries took 38%, industry conventions and entertainment 24%, travel 3% and administration 1%. At the territory average, 34% of the 2% contribution is $3,691*.
National and regional accounts carry a management fee of 15% to 25% of the fees the account pays. The franchisor solicits these accounts and gives the local franchisee the first chance to bid on locations in its territory. The fee is deducted from amounts owed to the franchisee.
Every territory must attend the annual conference. Registration is currently $975 and Item 6 estimates travel at $1,200 to $3,800 a person. Attendance at least 6 times in the 10-year term is a condition of renewal.

| Month 25 onward | $650 | $7,800* | $130,000* |
Monthly amounts as printed in Item 6. The month count starts on the one-year anniversary of completing MilliCare training.
From month 25 the minimum royalty is $7,800* a year for each territory. A territory billing under $130,000* a year pays the minimum; above that, 6% of billings is higher.
The lowest reporting territory billed $17,961 in 2025. Item 19 does not say how long that territory had been open, so Averan cannot say which minimum applied to it.

As printed in Item 7. Both columns add to the printed totals. Additional funds cover three months and exclude an owner’s salary or draw.
Opening a MilliCare franchise costs $201,000 to $253,000. The initial fee and the start-up package together are $96,500* at the low end and $106,500* at the high end. Additional funds for three months are $65,000 to $77,500.
The premises range from a 200 square foot climate-controlled storage unit to a 1,000 square foot office and warehouse. Item 7 estimates $10 to $24 a square foot for an office and warehouse. A franchisee with two contiguous territories may not need a separate warehouse for each.
At least one wrapped cargo van with a bulkhead is required. Item 7 estimates the wrap at $3,000 and running costs at $600 a month. Two IICRC certifications are required, at $80 to $500 a person for each certification.
The initial fee is $49,000, with several discounts. Each additional agreement signed with the first is $9,000 off. A franchisee with two years of operating experience can receive 50% off an additional franchise. A converted business with $200,000 or more of substantiated sales in the prior 12 months, and a qualifying veteran or first responder, can each receive $10,000 off.
Most franchisees open within 180 days of signing. The franchise agreement requires opening within 270 days.
